A powerful winter storm is bearing down on Western Pennsylvania, with plummeting temperatures accompanying a lot of precipitation that will transition from rain to ice to snow. The exact time that the changeover occurs will have a significant impact on the overall accumulation, and disagreement on that timing has led to a huge disparity in forecast snow totals.
